REFORMING THE HOUSE OF LORDS. London, December 22. Mr D. Lloyd-George, Chancellor of the Exchequer, speaking at Liverpool, denounced the House of Lords as a purely partisan assembly. The Liberals, lie said, would deal firmly and boldly with the question. It was impossible to tolerate the present humiliating conditions of legislation on Lord Lansdownc's sufferance. The next Budget would contain proposals for raising new taxes without interfering with any productive industry. Mr. Lloyd-George den:: in-cd tariff reform as implying steadily increasing protective duties, judging by the experience of other countries.
