RUSSIAN PROPOSALS. I St. Petersburg, December 22. M. Isvolsky, Russian Minister for Foreign Affairs, favors some form of autonomy in Uosnia and Herzegovina as a means of safeguarding the interests of all concerned.
AUSTRIA AND TURKEY. AUSTRIA'S OFFER. London, December 22. Reutcr's agent at Constantinople reports that M. Ballavicini, the Austrian Ambassador, submitted to the Grand Vizier concrete proposals indicating Austria's willingness to agree to an increase of Customs duties to lr> per cent. Austria offers some compensation on account of the sham of Uosnia and Herzegovina in the Ottoman Empire's public debt to the extent of .tM,000,000.
If Turkey persists in her larger demands, the Ambassador stales, Austria will prefer counter-claims arising out of her expenditure on Bosnia, Herzegovina, and Xoyibnzar, amounting to twenty million crowns. THE UUUJARIANS OFFENDED. FRESH TEXSIOX FEARED. Received 23, 10.45 .p.m. I Sofia, December 23. Bulgaria, in a note to the Powers, describes a passage of the Sultan's speech as an insult to Bulgaria and Prince Ferdinand. Fresh tension is feared.
