This catch phrase was propagated from Servia as a means of creating unrest in Bosnia and Herzegovina. Therefore Austria was compelled to annex these States in order to neutralise the pan-Serb agitation.

Professor Arminius Vambery, of Pesth University, who takes an active part in the defence of British interests in Asia, now apparently accepts the Austrian legend that Britain and Russia plotted as rivals against Austria's Balkans' interests. lie blames the English Liberal^.
