DI'TCII CAPTURE A SECOND VESSEL. Curacoa, December 15. The Dutch captured coastguard vessel Xo. 23 at Mayo, northwards of Cuiuana. The crew was landed and the vessel conveyed to the Dutch Island of Cura-' coa. This embargo is intended to force Vice-President Gomez to declare President Castro's fall. INSURRECTION AGAINST CASTRO. Paris, December IS. French advices from Venezuela state that an insurrection against President Custro has begun in the Meruda district. FRENCH IRRITATION. London, December IS. The French press expresses irritation with the Government for allowing .President Castro, of Venezuela, to traverse the country without making an attempt to settle the Flench claim against Venezuela. President Castro is living in great style. GERM ANY AND CASTRO. Berlin, December 15. Heir von Schon, Minister for Foreign Affairs, has sent official greeting to President Castro, of Venezuela.
