THE SHAH AND HIS PLEDGES. Received 3, 6.51 ip.m. Teheran, December 3. The Shah disclaims the responsibility of rcplaciuding the proclamation abolishing the constitution and refusing a Parliament, and promises to adhere to the pledges he had alrcady"given to Britain and Russia.
