THE PUERILE SHAH. ■ Received December 2, 9.40 p.m. ' Teheran, December 2. The Shah's proclamation abolishing-, the constitution and refusing a pari lament has again been placarded about Teheran. It is believed this action has been taken with a view to testing the earnestness of the British and Russian representations.
