RUSSIA AND AUSTRIA. Received 2, 9.30 p.m. Si. Petersburg, December 2. Russia has informed Austria that she does not object to her arriving at a direct understanding with Turkey regarding Bosnia and Herzegovina if the other Powers at the conference are allowed the liberty of discussion. .

A Buda-l'esth telegram states that Austria is assembling at Ragusa (a Datum t ion town having- a population of 11,000) transports for 8000 troops. A DANGEROUS POLICY. KING JOSEF ALARMED. INSISTS ON PEACEFUL METHODS. Received December 2, 9.4Q p.m. London, December 2. It is reported from Vienna that King Josef is alarmed at the danger resulting from the policy of Baron Aehrenthal initiated under pressure from Archduke Francis, and insists on a peaceful solu-1 tion of the difficulties created with I Turkey, Servia, and Russia.
