THE PASSING CLOUDS. Received 23, midnight. ti „. ' Berlin > November 23. Ihe Kaiser, reading a printed speech handed to him by Prince Buelow, replied to the Burgomaster's address at the municipal centenary at Berlin. He incidentally and tactfully referred to the passing clouds, which, he said, must not be allowed to cast a separating shadow between the Kaiser and his people.
