Pi- p ORDER MAINTAINED. PROSPECTS OF A CONSTITUTION. Received 22, 4.25 p.m. London, November 21. The Times' l'ekin correspondent reports that perfect order prevails at the Chinese capital. Reports from the country are satisfactory. The title selected for the new Emperor Puvi k "Tsuanghuug," meaning "promulgating universally." This is interpreted to refer to the prospect of a constitution being granted.
