Great satisfaction is expressed ill Ottawa at the published statement that ilr Lemicux is 'negotiating with the Imperial Government in reference to a .State-owned Atlantic cable and that Australia and Neiv Zealand may co-op-crate. Canadians believe such a cable 'would immediately cut the rates between Britain and Australia to one-lialf and eventually to a much lower rate;
