The Kaiser on Monday gives audience to Prince von Buelow at Kiel, where the former attends a ceremony in connection with the swearing-in of recruits. The Cologne Gazette complains of the Kaiser's absence from Berlin. He apparently, the paper says, regards the events that have occurred in the Reichstag as so insignificant as not t'i , interrupt his shooting parties and the I court festivities.
