THE SHAH AND THE CONSTITUTION. Received 9, 11.15 pan. Teheran, November 9. The Shah, after mock demonstrations against the constitution, vacillated and left the matter in the hands of the Grand Vizier. Britain and Russia again urged him to establish a constitutional regime.
