The Moderates and Laborites rejected an amendment to accept a Belgium tender of £21,000 and apply the difference to giving work to the unemployed in connection with tramway extension. Received 28, 11.35 p.m. London, October 28. The Admiralty's special grant ot £40,000 for the Portsmouth' dockyard provides winter work for'Soo unemployed. j THE GOVERNMENT'S PROPOSALS. Received 28, ll.lio p.m. London, October 28. The Government proposes, in connection with the municipal loan specially authorised for the purposes ot providing work during slack months* to pay local bodies from a central fund a sum representing the difference in value between ordinary labor and the labor of the unemployed.
