John Bums, President of the Local Government Board, speaking at a political meeting, emphasised that his Department had during the last three years urged the municipalities to adopt the execution of their works to times of slackness, lie eulogised their ready response, and contended that relief works on a great, recurring scale, stereotyping the evils of casual employment, acted as an incentive to thriftlessncss and a bonus to blacklegs. There was no reason why with co-ordination nnd proper distribution of work, unemployment should, as far as the state of municipal workers was concerned, exceed two or three per cent.
