AN-EXCITING INCIDENT. Received 20, 11.4 a p.m. London, October 20. While the House of Commons was discussing the Children's Bill, an old Whitcchapel .Jew from the Strangers' Gallery tossed a bundle of papers on the iloor oi the House, exclaiming: "Read my scheme dealing- with unemployment!" He was ejected after being admonished. NEW APPOINTMENTS. Received 20, 11.30 p.m. London, October 20. Mr. T. McKiunon Wood, Parliamentary Secretary of the Board of Education, has been appointed Under-Secre-tary to the Foreign Oiiiee. Mr. C. P. 'Trevelyan succeeds Mr. Wood.
