PRESIDENT ROOSEVELT'S REI'LV TO A PETITION. Received 19, 10.45 p.m. New York, October 19. President Roosevelt informed tiics Women's Suffrage Congress that apetition with a million signatures would not induce him to recommend Congress to enfranchise women.
