ENGLAND'S J.SCKKASING ARMY. London, September 23. Colonel Scclcy. Under-Secretary for the Colonies, speaking at Chesterfield, admitted that the proportion of unemployed among the workers of England was now nearly 0 per cent., as agahst only 4 per cent, at this time last year. A MANCHESTER DEMONSTRATION. FORCIBLY DISPERSED BY POLICE. RELIEF WORKS AUTHORISED. Received 27th, 4.15 p.m. London, September 20. The Manchester police batoned and dispersed a crowd of 2000 unemployed who were threatening to raid the Town Hall. Mr. John Burns. President of the Local Government Board, has authorised Manchester to borrow £50,000 for re- I lief works. J
