BULGARIA AND THE PORTE.
London, September 25. Diplomatic opinion universally condemns Bulgaria's action. Thu impression is that Bulgaria is seeking a pretext to declare her independence. TURKEY APPEALS TO THE POWERS. BULGARIA'S PROPOSITION. Received 27th, 4.15 p.m. London, September 20. The Porte has appealed to the Powers to compel Bulgaria to restore the railway. Bulgaria proposes to purchase the Bulgarian section.
