A typhoon nt the Philippines occasioned great loss of life and property at Samar, Beyle, Luzon, Panay, Maabate and Romblon. FRENCH NAVAL ACCIDENTS. Paris, September 24. Two hundred and eighty ollicers and men have been killed by accidents in the French navy since 11100. The value of the property destroyed is £3,400,000. STAGE-MANAGED SURPLUS. Loudon, September 24. The Sydney correspondent of t'uo Times cables Hint New South Wales' actual surplus for the vear is about .0105,000. He states that the swollen surpluses are stage-managed for show purposes, but they only make the Stale ridiculous. The surplus of the previous year was partly obtained by starving the railways. CANADA AND BRITAIN. Ottawi., .•September 24. Speaking 'at Clinton, the Dominion Premier, Sir Wilfrid Lnnrier, said Hie preference conceded to Britain in the woollen goods trade substantially benefited Canadian farmers. It opened more widely the British markets lo Canadian products, beside being nil inspiration and example.
