THE COTTON WORKERS. Received 20, 4.40 p.m. London, August 19. The operative spinners of Manchcs ter have accepted the masters' terms, but the cardworkcrs' refusal paralyse* the other departments. Consequently the .mills close to-day, idling 150.000. It is hoped the card workers meanwhile will ballot in favor of the terms.
