The Spectator says it is practically impossible for the Admiralty to twice reject a scheme for a local' Australian navy that cannot iloat Australia's ecstatic ambitions. The Admiralty, the paper says, ought to advise what is the best strategical arrangement possible on a basis of established facts. Imperial unity depends upon the recognition of a strong national feeling" in the great colonies.
