THE HARBOR LOAN BILL.
Preliminary arrangements were set i'l motion by the Harbor Board yesterday ill connection with borrowing under the new Empowering Act. Arrangements have to be made in connection with the 1 re-payment of the existing loan, and 1 Messrs. J. B. Oonnett and .Newton King (chairman and treasurer of the Board)' have been deputed to interview the general manager of the Bank of New Zealand in regard to the financing arrangements, reporting progress to the Board at next meeting. Tlio money to be raised must be authorised by a vote of the ratepayers, and the secretary has received instructions' to prepare the electors' rolls right away. This will entail considerable , clerical' work owing to the alteration of the boundaries by the exclusion of the Waitura ami Opunake harbor areas. The new boundaries have in some cases subdivided sections so that a ratepayer may lie. entitled to vote in two harbor districts. It will be necessary for the Valuation Department to make separate valuations for the purposes of the rateroll.
Statutory meetings of ratepayers are to be, held as follows:—Boroughs: Now Plymouth, Inglewood, Stratford, and Eltham; counties: Taranaki (Bill Block), Egmont (Rahotu), Waimate North (Manaia), Ha-wera (Okaiawa), Eltham (Kaponga), 'Stratford (Toko)., and Whangamomona (Whanganiomonai. As many members as possible will attend the various meetings, the iirst if which will probably lie held at Whangv luoniona next month. The dates of the various meetings ar e to lie fixed by the chairman.
In view of the many complaints made after the recent bye-election in the 11a wera ward that many ratepayers names were not on the roll, it was yes terdav decided to advertise in the vari ous papers circulating in the harbor dis trict asking ratepayers in doubt to com municatii with the llarbor Hoard to as certain whether or not tliev are on tin roll.
The secretary announced that he 's preparing maps of the harbor district with the usual polling-places marked. These will lie forwarded to the various members for suggestions as to the extension of the number, etc., ill, order best to suit the convenience of electors.
