APPOINTMENT OF GOVERNORS
LONDON PRESS CRITICISM. London, September 17. The Standard, replying to the South Australian Government's memorandum to the Secretary ■ for the Colonies in reference to the appointment ot Stato Governors, says:—"The highest offices are already open to all citizens. The one apparent vxcrption is outside the State and oulside the range of giolitical controversy. It has long been customary to consult an oversea Minis-try regarding tile acceptability of a proposed Governor, and in more than one instance the choice lias been altered."
