Ulysses Brown, a labor candidate, expressed the opinion that in bringing the Second Ballot Bill into force the Prime Minister had made one of the 'biggest mistakes of his political career. The Press "gag" clause was' more drastic than any rural law i'i: Russia, and the people of New Zealand were unlikely to tolerate it.
