• London, September 10. [ Lord Brassey delivered Hie inaugural address at the congress of tlie Associated Chambers uf Commerce at t'ardill'. lie advocated that full and impartial inquiry should lie made before the introduction of trade legislation. The results achieved under varying conditions of commerce at Home and abroad should be collated as a guide. Referring to the Australian old age pensions, he declared that none of Hie States desired to abolish the pensions. The Congress l'esolved that the cost of colonial cables ought to be verv materially reduced.
