COMMONWEALTH AND STATES. London, September 10. The Times, in an article dealing with, Lord, NortKcote's farewell from Australia, refers to the high tribute paid to him by his successor. Reverting to the question of immigration, tie Times urges the States forthwith to make a virtue of t'lie impending necessity, and. adds: "As the main power over ins purse will shortly devolve upon the Commonwealth, the States might save much overlapping of effort and expenditure." The Times considers it more than time that a High Commissioner should be appointed for Australia. THE "WHITE AUSTRALIA" POLICY. HOW IT CAN BE JUSTIFIED.
