RETRENCHMENTS WIDELY APPROVED. London, August 31. The retrenchments decided on by the Japanese Government arc widely .improved in London. The scheme includes the payment i.t all ordinary expenditure out of revenue and the Spreading of the loans for armaments and public works over lllj instead of six years.
