PROCEEDINGS IX MELBOURNE. A GREAT CEREMONIAL DAY. Received 31, 10.48 p.m. Melbourne, August 31. To-day was a great, ceremonial day. The principal attractions were the oincial landing at St. liilda, the procession in the streets, the presentation of addresses, aad the public reception at the Exhibition buildings. Hundreds of thousands thronged tin. streets. Every point of vantage was availed of. The day was disagreeably windy and dusty. lit is doubtful is so many people have ever been seen in Melbourne before. The admirals were enthusiastically cheered along the whole route.
ADMIRAL SPERRY AND HIS GIFTS. SPECIAL LEGISLATIVE AUTHORIITY REQUIRED. Received 1, 1.5 a.m. ? Melbourne, August 31. It transpires that tlhc special authority of Congress is necessary before Admiral Sperry can assume possession of the costly presents made to him during the cruise. The regulations prevent the admiral's accepting the presents, Admiral Sperry provisionally accepting the gifts .■pending the decision of Con-1 gress.
