In a speeeli at a banquet in bis lionor, the Kaiser rejoiced to be able to express hjs deepest conviction that the peace of Europe was not in danger, it rested, lie said, on too solid a foundation to be easily upset by incitements and calumnies that might be provoked by envious and ill-disposed individuals'. "Firm security exists," he continued, "in the first place, in. the conscience of the princes and statesmen of Europe, who know and feel that they are responsible to God for the lives and prosperity of the peoples entrusted to their leadership. On the other hand was the will and desire of the people themselves to make themselves useful, tranquilly developing the magnificent achievements of progressive civilisation, and to mca-1
sure their strength in peaceful rivalry. Finally, peace was assured and guaranteed by Germany's power on sea and land and by the Herman people in anus." He was proud of the manly discipline and love of honor of Germany's armed forces. Germany was determined I to maintain them at their high level without menace to others, and to develop them as her own interests demand, favoring or injuring none. The Kaiser, in a previous speech at a dinner given at the pajace, alluding to the army corps inspection, referred gracefully to the presence, besides the German veterans, of many old French soldiers—fighters under Bosquet, Saint Armand, l'elissicr, and Forey, at Solferfno, Magenta, Inkerman, and Sebastopol. He added that true soldier hearts were drawn one to another wherever the true soldier spirit lived.
