PROPOSED MODIFICATIONS. Received* 27, 10.5 p.m. New York, August 27. After a conference with Senator Taft, Senator Hopkins has announced that a sub-committee in connection with the Drafting Bill will obtain special concessions for American products abroad, arranging a maximum and minimum basis after the pattern of the third-sec-tion of the Dingley Act. Many schedules will be substantially reduced. Senator Hopkins is convinced that the tariff will be a predominant factor in the coming campaign.
