A FUNDAMENTAL CHANGE IN ATTITUDE. London, August 20. On the ground that the foreign editor of tihe Vossuche Zcitung is an old friend of Premier Buelow's, and that the newspaper ia often utilised to announce events less formally than semiofficially, tlie Daily Telegraph's BcrHn correspondent credits this paper's account of a royal interview at Cronsberg. The Zeitung states that Sir Charles Harding intimated at Crousberg that it was title British Government's intention to introduce a Bill to arrange for four years' naval shipbuilding. The Kaiser replied that the step was not regarded with animosity and would not provoke counter measures. The Telegraph's correspondent adds that the myth of Britain's so-called isolated policy 'lias exploded, nnd the whole account of the interview points to a fundamental change in Germany's. attitude to Britain.
MR. LLOYD-GKORGE'S MISSION. Received 21, 0.50 p.m. London, August 21. Mr. Lloyd-George, Chancellor of the Exchequer, has arrived in Berlin. His secretary asserts that it is on political mission and that no proposals are to lie mode, l>nt the visit is not without political significance. Mr. Asquith and Sir Edward Grey had prolonged interviews with Sir Chnrlcs Hardinge since the latter'a return from Germany.
