RUSSIA'S NOTE TO THE POWERS. THE SULTAN'S WARNING. Received 14, 8.25 p.m. St.. Petersburg, August 14. Russia's not* to the Powers state* that since a complete and sincere application of the principles embodied in the charter the Sultan has spontaneously granted Turkey would assure Macedonian reforms which the Powers are pressing to obtain, Russia is ready to suspend her programme of reforms in order to avoid any expression of Ustrust of the Sultan and the Ottoman Government. Russia states that Britain has also abandoned-for the moment the pressing of her reforms. The Sultan has warned the Powers not to consider their reforming role has terminated unless a real improvement is effected in Macedonia.
