DRASTIC FRENCH REGULATIONS.' Paris, August 12. Drastic regulations nave been issued in France to prevent the adulteration of heor, wine, liqueurs, and fruit juices. No Cognac is 'to he sold as such except that which conres from Charente «nd no champagne i» to be so named except what comes from the Champagne region. No wines are to be called sparkling wines where the etfervestvnee is not due to alcoholic fermentation. 1 •
