Received 13, 11 p.m. St. Petersburg, August 13. Prince Alexander Lieven, one of tho most celebrated officers in the' Russian navy, has published a pamphlet alleging that the navy is destitute of disciplino and esprit dc corps, and that the crews and not the officers are the real com* manders.
