The members of the Turkish Cabinet are largely nominees of the Central Committee of Union and Progress, which engineered the revolution. Official circles at Berlin and Vienna are amazed at the Turkish happenings, but express no doubts of the reformers' discretion. They believe the appointment of foreign financial and other experts . will be mooted by the Cabinet, with a view to improving the finance and developing the country's resources.
