The negotiations had, he said, failed owing to apathy and delay on the part of the Agentl he G <»-*rmnent held him respons.ble. Negotiations, he added, were proceeding for the completion of the loan on terms which at least worn not worse and probably were better than the arrangement with Lloyd's, so that the State would not be a loser.

Referring to the telegram from Adelaide Mr. Jenkins, who has just tendered his resignation as South Australian Agent-General, replies that the Treasurer's statement in regard to his (Mr. Jenkins') disobeying of specific orders in connection with the recent loan was not in accordance with fact If the correspondence were fully published, he said, it would clearly show j that it was the Treasurer's prematui" announcement which appeared in tae Times of 27th ult. which prevented the completion of the bargain he entered into. "The negotiations," Mr. Jenkins said, I started at the Government's icquest on the 27th, and which practically were completed before my resignation, saying the Government between ten and fifteen thousand pounds, are sufficient comment on the financial wisdom of the Treasurer's outside negotiations."
