ART CONGRESS.

London, August 4. The third International Art Congress for the development of drawiug and art, their .teaching and their application, has been opened at the University of London. It is attended by 2090 delegates from all parts of the ■world, most of whom are teachers of art. Tie Hon. W. P. Reeves and Mr. G. George represent New Zealand. lord Carlisle, the President, commented Bharply on the absence of any Official representative of the British Government and the Government's indifference to art teaching. He also dwelt on the defects of the British system of art instruction, especially emphasising the great divergence between what was taught and wihat the market demanded.
