GENERAL TELEGRAMS.

HO JULY TO PARENTS. By Telegraph.—Press Association. Ciiiistchnrch, Last Night. Mr. H. W. Bishop, \S.JI., delivered a little homily to parents in the I'oliM Count this morning, when dealing with four juvenile oircnders. He said that some parents did not seem to realise the seriousness of the improper acts committed by their children, and when the parents came into Court, instead of assisting the Magistrate, they treated the offences in such a manlier as to encourage their children to commit them again, and did an amount of harm whbh they did not fully appreciate. I'llcause of these offences wns lack of parental control and proper bringing up. It was the parents' duty 4<i 100., after the children. The trouble with children was occurring every week just through the neglect of the parents. Children dil not seem to properly appreciate the rights of other people, for he pointed out it was just aw dishonest, in a sense, to do damage to property as it was to steal. He intimated that if the offenders made their second uppcaranee ho woujd remove the control from the parents to the State, or, in other words, commit the children to on industrial school.

THEFTS BY SERVANTS. Christehurcb, Last Night. Iu dealing with a domestic servant who had been convicted of theft, Mr. 11. W. Bishop, S.M'., this morning made A few remark's in regard to thefts by servants generally. He said that thesj girls, a great number of whom liad pe--feetly satisfactory antecedents, seemed to give way and steal from their employers. It would seem as if they did noit realise the gravitv of their position or the enormity of their offence. The bulk of such eases did not come before the Court, but there were very few employers of domestic servants that dii not suffer. Servants frequently were aware that if they were detected in their thefts and brought before a Court they ■would be dealt with as first-offenders. "I sometimes think," concluded Mr. Bishop, "that I am too lenient, in eases of thtg kind, and am unfair <to those people who are honest, but I will not deal differently with this girl. 1 am making these remarks advisedly to endeavor to make her realise her position, and tlm view that 1, with others on the Bench, tako of such matters."
