For several days Mere lias been a flight from Constantinople of members of the Palace camarilla and spies, The populace severely handled some of the latter. The loung Turney leaders are endeavoring to prevent violence, but the Armenians are advancing claims which may cause difficulties.

Beutcr's Constantinople representative reports that the Young Turkey rising was planned for the Ist September, the anuiversay of the Sultan's succession but the Czar and President Fnllieries 1 meeting nnd the imminence of the Anglo-Russinn reform proposals precipitated an outbreak. The Constitutional Party wished to forestall them and render their proposals superfluous. The directing hand lias been remarkably successful in the movement. The I hand is still invisible and unknown.
