SULTAN MAKES A SPEECH.
Constantinople July 29.
Responding to the wish' of immense crowds surrounding the Yildiz Palace, She Sultan appeared at the window and made a. speech. He promised that lie Woulu"ever work for the happiness and security of his people. He proclaimed a general amnesty and said he would liberate 70/100 political prisoners.
WHEN PARLIAMENT MEETS.
Received 30 0.50 p.m. Constantinople, July 30. The Turkish Parliament provided under the Constitution, meets on November Ist.
REFORMS IN MACEDONIA.
Received 30, 9.50 p.m. St. Petersburg, July 30. It is understood at Paris that Russia's reform proposals in Macedonia remain in abeyance in view of the new situation in Turkey.
