REFORMING THE SULTAN.
THE TENSION RELIEVED. Constantinople, July 20. An Irade has been issued at Constantinople granting an amnesty to political prisoners and abolishing the censorship and the secret police service.
The promulgation of the constitution has relieved the tension, but the people are apathetic. There have been no manifestations of public satisfaction. The changes at Constantinople have left British influences in the ascendant. Said and Kiamil Pashas (the latter of whom has been appointed Minister without a portfolio) were only enabled to remain iu Turkey a few years ago after Britain had extracted from the Sultan guarantees of their safety. CONSTITUTION SERIOUSLY MEANT THE PEOPLE'S AWAKENING. THE SULTAN CHEERED. PROCESSIONS TO»MINISTERS.
Received 27, 10.5 p.m. Constantinople, July i't. The public-at Stampoul arc awakening to th,e fact that the Constitution, is seriously meant, and realising us establishment has saved the Empire from disruption. People flocked to Zildiz Kiosk and cheered the Sultan. One procession numbered 10,000. Every section of the population participated in the rejoicings. The Sultan's rescript declares Uialb the wrong conditon of things previously was the result of the Constitution', not being enforced, but the Sultan rejoices now to be able to apply it, and' hopes the people will co-operate with Parliament in assisting the Government and Sovereign. Router reports that striking and characteristic processions are visiting the Ministers, acclaiming that the decree was the people's, and made the Ministers swear fidelity to the Constitution.
MUSSULMEN AND CHRISTIANS FRATERNISING. . Received 27, 10.50 p.m. Constantinople, July 27. Mussulmen and Christians are fraternising in the rejoicings over the new Constitution at Monastir, Cuskug, and Salonica.
THE EUYPTIAXS' HOPE. Received 27, 10.50 p.m. Cairo, July 2/. The Egyptian Nationalist organs express the hope that Turkey's Constitution will help the establishment or a Constitution in Egypt.
