A CONSTITUTION rROAHSED. Constantinople, July 24. It is officially announced that the Sultan of Turkey has decreed a new Constitution. lie has summoned a Chamber of Deputies. The firman (order) granting the constitution when read at iSalonica was received with great enthusiasm. Diaz Pasha, with a thousand men, entered ilonastir and abducted Marshal Osman.
Seiza Pasha, the new commander ot the Villayet, without bloodshed, entered the quartern of the garrison' at Uskud, w'hieh had mutinied. SULTAN AX'D THE CONSTITUTION A DEEP IMPRESSION CHEATED. A REAL IMPROVEMENT ANTICI- ' I'ATED.
Received 20, 4.30 p.m. Constantinople, July 25. The army and officials in Macedonia had already proclaimed a constitution ■ when the Sultan accepted it. This move created a deep impression at Sofia, where it is considered the application is revived for a constitution, and, if sincere, may ofi'eot a very real improvement throughout Turkey.
