TURKISH INSURRECTION.
CONSPIRACY AGAINST TftA SULTAN. THE GRAND VIZIER ARRESTED. Constantinople, July 23. • lzzet Pas'lia, the Sultan's favorite, and several officers have been arrested at Constantinople on a charge of promoting a conspiracy aiming at the Sultan's abdication. Said Pasha, a former Grand yizier, ilias been appointed with dictatorial powers to succeed the Grand* Vizier. A manifesto issued by Diaz opposes' the proposals of the Powers to inter-' fere in the affairs of Macedonia or the Balkan States. The manifesto promises freedom to every race and creed it' it will co-operate for the country's' good. TURKISH ARMY IN REVOLT. A CAUSE OF DISAFFECTION. Vienna, July 23. The Netie Frcic Presse says the advent of well-paid and well-informed officers has caused a feeling of shame and discontent among the Turkish officers, 90 per cent, of whom, it is believed, actively sympathise with the Young Turk Party. Two battalions from Smyrna refused to entrain for Moiiastir.
