PLEA FOR A BETTER, UNDER- . STANDING.

Commenting on Deputy Gervaias' conciliatory newspaper articles, Herr Erzbercer, the Reporter of the War Budget in the Reichstag, suggests it is easy to arrange a complete settlement of the> Moroccan difficulty if a better under standing between France and Germany were established. Even the Macedonian problem might be solved and France and Germany become joint nommaUrS.
