PERSIAN UNREST.
THE CONDUCT OP THE PERSIANS. St. Petersburg, July 13. German political papers liave criticised tlic conduct of the Russians during the disturbances at Teheran. They accuse the Russians of undue interference. The object of the critics, it i* supposed, is to destroy the entente between Britain and Russia, An official statement has now been issued from St. Petersburg which explains Russia's attitude. It states that immediately Colonel dc liaikjoff, the Russian officer commanding the Cossack Brigade at Teheran, issued ml ordinance and assumed personal authority, the Russian Legation interfered and directed him to act only as a servant lent by Russia to the Shah.
