A Blue Book dealing with the Cony) shows that as a result of Sir Edward Grey's efforts, Belgium has promised satisfactory reforms in the Congo, including the equality of trading, and as regards the other stipulations and treaties, Sir Edward Grey emphasised tljnt the Congo State laid not fulfilled the oojects for which it was originally organised or the conditions of the treaties. He described the system of taxation by labor as slavery.
