LAND SETTLEMENT IS VICTORIA.

Tho Premier of Victoria, Mr. T. Bunt, in a policy speech, said the timo had arrived 'for the imposition of taxation to compel landowners to. put their land to proper use. He intended to submit a Land Valuation Bill to jniivide for a graduated land tax and to prevent the aggregation of large estates. ~-• Mr, Bent foreshadowed railway extension to open up the country. The water conservation schemes now in hand pro*vide for an additional population of at least 400,000.

The Federal Minister of W. Lync, is dissatisfied with the tar™ ns passed. He considers the protection it too low, and intends to fight for higher protectivo duties.

Lyne. stated that' in- the event of the Surplus Bill not passing, the Com--moiHvealth could not pay the State* three-fourths of the revenue balance for June. The sum of £250,000, he expUined, was required for naval defence, and £222,1)00 for old age pensions. His intention was to transfer the .Tune b»k anc-es to a trust fund towards meeting '
these charges. By the end of the year the State would have received £2OIjOOO above the three-fourths whereto they woro entitled.
