The Times, commenting on President Roosevelt's successes in going behind the ordinary political machinery and cutting athwart party managers lines, and boldly bringim: Federal and State Governments riio irieudly co-operation for the conscrvitijii'i of the national resources, remarks that men of all parties and representing the most diverse interests vied in supporting him, thus affording striking evidence of the ell'cci |>i-o-dmecl liy President Roosevelt's vigorous propaganda of sound moral and social ideas, if it is necessary in the I'nital States to seek new unity based on more directly social and material needs, the necessity is not less in our case. The American example, ought to stimulate it he Empire to demand greater harmony in inter-State relations, closer co-opera-tion, and more reasoned co-ordination of all parts for the common good of the whole.
