Received 12th, OM p.m. Sew York, May li. President Roosevelt laid at Washing ton the comer stone ot the building intended to house the Bureau of Aniencan Republics. There was a vast assemblage, mcluuing representatives of all branches of the national State governments. President Roosevelt, Mr. Elihu Root, and Mr. Andrew Carnegie spoke. Communications were received from all the presidents of the American re publics. The building costs a million dollars, Mr. Carnegie contributing three-lourths, of the sum. President Roosevelt remarked that although during the last century development had proceeded faster in Nortu America than in the South, he believed that during the present century no part ol the world would see such an extraordinary development in wealth and emulation and progress so much as exico and Central South America. The people of the United States, he said, regarded with profound satisfaction the great growth that had already taken place there in political stability ami material well-being. Mr. Elihu Root's recent tour snowed that the citizens "■ the United States recognised that their interests were more closely intertwined with those of the other republics of the American Continent that with those of other nations.
