BRITAIX AND AMERICA TO ENFORCE TREATY RIGHTS. London, April 21. Britain and the United States haVe 1 resolved tio enforce their treaty right* in the Congo, whoever may be the ruler" of the State. They have invited Belgium to explain how, in the event of annexation, it is proposed to apply the' provisions of the Berlin treaty regarding international Tights, independence, and freedom of trade in the Congo—' especially the last, which materially affects the right of natives to trade witti outside countries.
